Has SNRO has something to do with it.. Not sure about object name for vendor master. Buffering size is configured there.

Example: There is a vendor code 5002374 that is not created in the system in between these vendor codes 5002373 & 5002375. 2.Why system picked previous number(5002368) but not the current number(5002389) at the time of vendor master creation. Example: User created Vendor master with vendor code 5002388 on 13/6/2011. However, when user created another vendor master on 14/6/2011 the generated vendor code is 5002368 instead of 5002389. Note: 1.Vendor number range is a shared by more than one company code. 2.No. of numbers in buffering - 5 in system 3.SAP note 62077 - explain "new numbers are not used in the database until the application server buffer has been used up".
