He is having a problem from year 2009 and not from 2008 so he wants to close
year 2009 and open from 2010 to 2011

Right you are !. But that exactly seems to be the problem.

Let us review a part of the post mentioned earlier

If this is the case, then you can have 2009 and 2010 open ( two consecutive
open years ). Then where comes the question of trying to do fiscal year
change for 2011 ?

That is what perplexes me. Perhaps not all closing processes have been
carried out fully well !?
