Hi,

Normally the flow will be like this if you are creating the asset through
settlement by using the transaction code CJ88 (Individual Settlement) or
CJ8G (Mass Settlements)

Order -> WBS -> AUC -> Asset

Since the error message says that WBS element budget exceed check the
budget/actual/variance for the respective project through transaction code
S_ALR_87013557 and check the allocation there if it exceed you need to get
back to the respective project contact to ask for budget supplement

Please check and let me know whether it resolves your query
