Can you please be more specific. Can you explain me how to create the
Validation rule for the same.
One question is that if we give the validation rule will it be blocked for
all the users. or how to do that.....

Assignment of an authorization could be one possible way in OB52.
Alternatively, assign an authorization group in the G L Master record. You
could also write a vaidation rule to allow certain persons only to post to
certfain G L accounts.
