One time I proceed by another way. I create a customer field and
populated the value in every case.
When the cost element is equal to 11, for SAP we are in a statical data
(record type 11) there is no way to collect it by cost center.

Check if you have activated scenario update FIN_CCA in the Ledger settings.
If you don't activate the scenario cost center will not populate in FAGL*
