Did you maintain the certificate number range in J1INCT for the financial year? (Try to maintain the for previous year and current year)
Also were you able to print other W/H certificates without any issue or the issue is only with these few problem cases?
Many a times it worked for me with the process I have mentioned earlier.
Finally sorry to suggest this, get in touch with your ABAP'er, to find the smart form assigned to find the source field/map for this number and can find the root cause.

I have cancelled the TDS certificate Number and then again fresh run
through J1INMIS-withholding Tax information system,every thing is ok till
print preview but when took printout the Acknowledgment Number is again
