Yes , IMG is mostly about tables and views and User exits are mostly about code , so yes User exits don't respect the IMG

Please tell me if checks and validations written in user exits overrides the
relevant IMG setup, for example, in IMG, tolerance for over delivery is set
to 20% and in user exit it is 10%, which one would get the preference on
