Go to FS00 and change the control in chart of accounts from P&L to Balance
sheet by selecting the radio button. i think your problem will get solved.

Subject: GL attribute to be change from P&L to B/Sheet
Create a BS account and change your FTXP configuration to point to the new BS account.
For the old P/L account .... I'll think you'll need a VAT adjustment BS account to transfer the P/L balance into the BS and zero out the P/L account.
Review also how the above will affect the SAP VAT reports too ... so do it in a sandpit / test system first.
