I would like to copy the CO-PA planning levels and packages from one Operating Concern to another. How do I do this?

I have run across this topic in my research before and I know it is possible. Although I do not recall further details, the solution required having a transport available which contained the Objects from the source Operating Concern. I have that, but now need the remaining steps or a different approach.
